Experts Highlight the Gulf Region’s Growing Role in AI Innovation and Economic Transformation
The Gulf Cooperation Council (GCC) is rapidly emerging as a global hub for artificial intelligence (AI), with experts predicting that the region will soon stand alongside the United States and China in shaping the future of AI innovation. Backed by massive investments, strategic partnerships, and an ambitious vision, the Gulf nations are integrating AI across industries to drive economic growth, enhance government services, and revolutionize human engagement.
Massive Investments Fuel AI Growth
Speaking at a panel organized by Georgetown University in collaboration with the Dubai Media Council, Dr. Karim El Solh, founder and managing director of Gulf Capital, emphasized the GCC’s growing influence in AI development.
“With OpenAI forming partnerships in the region and the UAE investing in Stargate, we are witnessing the rise of three AI hubs — the US, China, and the Gulf,” said Dr. El Solh.
Abu Dhabi’s sovereign wealth fund has committed a staggering $100 billion toward AI advancements, while Saudi Arabia has allocated $40 billion to further its AI initiatives. The Gulf countries are not just investing in AI—they are actively leveraging it to reshape their economies and strengthen their position as global leaders in technology.
Dubai’s AI-Powered Economic Expansion
Dubai, in particular, is setting ambitious goals to solidify its position as a leading global economy. The emirate, once a regional trading hub, is now accelerating its economic growth through AI and blockchain technologies.
“Dubai has set an ambitious goal to double its economy by 2033,” said Mohammed Ali Rashed Lootah, president and CEO of Dubai Chambers. “A key part of the strategy is increasing foreign trade in goods and services, expanding trade relations worldwide, and making Dubai one of the most attractive destinations for global businesses.”
A major focus of Dubai’s D33 Economic Agenda is boosting the industrial sector and increasing the value of exports. Lootah revealed that Dubai aims to generate Dh100 billion annually from digital products by leveraging AI and blockchain technologies. The rise of fintech, e-commerce, and AI-driven solutions has already transformed the region’s business landscape.
“Investment in digital infrastructure will create seamless connectivity between businesses, government services, and international markets, reinforcing Dubai’s status as a global economic powerhouse,” he added.

AI’s Role in Media and Human Engagement
Beyond economics, AI is also reshaping the media industry, revolutionizing content creation and audience engagement. Mohamed AlMulla, CEO of Dubai Media, underscored the role of innovation and cross-industry collaboration in driving growth.
“From a media perspective, technological evolution plays a major role in how we shape our industry and human engagement,” said AlMulla. “As His Highness Sheikh Mohammed Bin Rashid Al Maktoum once said, ‘The future belongs to those who can imagine it, design it, and execute it.’ The future requires a shift in mindset.”
AlMulla also highlighted Dubai Media Council’s commitment to fostering innovation through AI, advanced technological tools, and cross-industry partnerships. “We deploy AI in everything we do, ensuring continuous transformation in the media landscape,” he added.
Harnessing AI for Social Development
AI’s influence extends beyond business and media, with authorities using data-driven insights to shape policies and improve societal well-being. Maitha Al Shamsi, CEO of the Community Empowerment Sector, emphasized the critical role of data analytics in developing inclusive policies and fostering innovation.
“We are looking into how we can harness the power of data,” said Al Shamsi. “Through AI and data analysis, we can monitor social trends, societal changes, and the well-being of people.”
A key initiative, the Social and Community Development Authority, utilizes AI to track evolving social needs and craft policies that attract talent while fostering inclusivity. “We want to create an environment where innovators and creatives feel inspired to develop groundbreaking solutions,” added Al Shamsi.
